Mother Tongue-Based Multilingual Education: Benefits and Challenges—A Systematic Review of Cognitive Scaffolding, Orthographic Variance, and Policy Implementations
Abstract
Implementing Mother Tongue-Based Multilingual Education (MTB-MLE)within contemporary linguistically heterogeneous educational ecosystemsrepresents a vital dimension of global educational policy reform, movingbeyond simplistic monolingual models toward culturally responsive,transdisciplinary learning architectures. This systematic review papersynthesizes global peer-reviewed academic literature evaluating the duallandscape of benefits and challenges inherent in operationalizing mothertongue-centered instruction. Drawing upon Cummins' linguistic interdependence principle, Vygotsky's socio-cultural theory of cognitivedevelopment, and modern schema networks, the analysis deconstructs theinternal mechanisms through which first-language (L1) scaffolding drivesfoundational literacy, abstract conceptual transfer, second-language (L2)proficiency, and social-emotional inclusion. Concurrently, the paper identifiesand critically diagnoses persistent macro-level structural bottlenecks thatintroduce substantial operational friction during wide-scale policy execution.These hurdles manifest as acute shortages of contextualizedteaching-learning materials, significant pre-service and in-service professional preparation gaps, un-standardized orthographic and dialect variances among indigenous scripts, socio-cultural systemic biases, and rigid assessment models within standardized test pipelines. The empirical findings reveal that well-scaffolded MTB-MLE frameworks generate statistically significant gains across phonemic awareness and reading comprehension, effectively dismantling the cognitive dropouts associated with early immersion in exogenous languages. Finally, this review highlights critical research gaps regarding digital transdisciplinary multilingual software and proposes an integrated, multi-layered curriculum mapping matrix designed to support sustainable linguistic governance.
