Abstract


The translation of macro-level inclusive mandates into micro-level classroom practices represents a critical milestone in contemporary Indian educational reform. This systematic review paper synthesizes localized peer-reviewed academic literature evaluating the operationalization of Universal Design for Learning (UDL) frameworks within the Indian inclusive classroom ecosystem. Drawing upon neurocognitive networks and constructivist learning science, the paper critically explores how UDL's tripartite principles interact to remove systemic barriers for diverse learner cohorts—including neurodivergent individuals, students with visual and hearing impairments, and those marginalized by language and regional socioeconomic conditions. Crucially, the review examines the legal and ethical alignment of UDL with India's Rights of Persons with Disabilities (RPwD) Act 2016 and the National Education Policy (NEP) 2020. By synthesizing contributions from prominent Indian scholars (such as Dr. Satish Chandra, V. Priyadharsini, R. Sahaya Mary, and Pranita Gopal), the analysis deconstructs the operational friction points that occur across public and private institutions. These barriers manifest as severe pre-service preparation gaps, high teacher-educator baseline inertia, massive digital divide infrastructure constraints, and deep-seated rote memorization dependencies. The findings demonstrate that scaffolded UDL architectures, supported by localized open-access platforms like DIKSHA, generate statistically significant improvements in conceptual mastery and social-emotional inclusion, while actively mitigating special education disproportionality. Finally, this review outlines critical research gaps and introduces an integrated, culturally responsive curriculum mappingmodel to support sustainable inclusive governance.
