Leadership for Quality Assurance in Education: A Systematic Review of Governance Models, Operational Friction, and Sustainable Accountability Frameworks

Abstract

Fostering institutional excellence, curricular alignment, and equitable student learning outcomes within contemporary educational ecosystems demands a definitive evolution from traditional, compliance-driven bureaucratic surveillance toward transformative leadership for Quality Assurance (QA). This systematic review paper synthesizes globalpeer-reviewed academic literature evaluating the operationalization, systemic barriers, and structural outcomes of internal and external QA frameworks. Drawing upon total quality management (TQM) principles, distributed governance paradigms, and organizational schema theory, the analysis deconstructs the internal mechanisms through which strategic educational leadership drives system alignment, formative learning analytics, and data-driven instruction. The review examines specific leadership styles—contrasting reactive, top-down compliance tracking with proactive, teacher-led self-evaluation models. Concurrently, the paper critically diagnoses persistent structural obstacles that generate noticeable operational friction, such as deeply entrenched administrative insularity, high collaborative burdens under rigid pacing schedules, and assessment rigidity inside standardized test tracking pipelines. The empirical findings reveal that transformative, values-aligned QA leadership architectures generate statistically significant improvements in instructional fidelity, cross-departmental data utilization, and school climate indices, while markedly reducing superficial managerial bureaucracy.
