Cyber Risk Governance and Board-Level Accountability
Abstract
As organizations become increasingly dependent on digital technologies, cyber risk has evolved from a technical concern into a strategic and enterprise-wide issue. High-profile data breaches, ransomware incidents, and systemic technology failures have demonstrated that cyber risk can disrupt operations, damage reputation, and erode stakeholder trust. Consequently, cyber risk governance has moved to the forefront of boardroom discussions, placing greater accountability on boards of directors and senior leadership. This paper examines the role of cyber risk governance and the importance of board-level accountability in managing digital threats and sustaining organizational trust. It analyzes governance structures, oversight responsibilities, regulatory expectations, and challenges faced by boards in addressing cyber risk. The study proposes a governance framework that integrates strategic oversight, risk ownership, and transparency to strengthen accountability and digital trust. The paper argues that effective cyber risk governance is not optional but a fiduciary responsibility critical to long-term organizational resilience.
